Yes, that is very important! Just getting the referrals won't suffice, you really need to make them active on the site, to get some incentive from them!

yeah and there are no websites which pays us just to get referrals but our referrals need to complete the task.

You never can tell when an inactive referral will see your promotion again much later and become active, sometimes YEARS later.

I have even done this myself, see a site I want to try out only to discover I joined long ago and suddenly become active again.

One can become the master at getting referrals only if caters to the need of his referrals. If they find themselve not getting what they were promissed at the time of signing up then they lose the confidence in that particular refree.
