Genghis Khan, the founder of the Mongol Empire, was an interesting exception to this rule.
He was known for his constant movement and conquests. He never settled in one place for long, always on the move to expand his empire. This constant movement nevertheless allowed him to avoid being bogged down by local issues and responsibilities, enabling him to focus on his larger goal of empire-building.
