It's the currency conversion charge. Where the currency you earn in is different to your own country paypal will charge you. When I redeemed for Swagbucks I got the full amount because we had a UK site but for most online sites I am charged.

I wonder why there are sites that can pay fully, if they are applying any different accounts as well?

I know the charge for my country is 4.4% + USD$0.30. This might varies for different country.

It's a business account, but they are still free. For Micro-payments the fee is 5 cents + 5%, so as long as it's under $10 you come out ahead of the 30 cents +2.9% for a regular account.

Here in India the payout gets automatically cashed out. So there is no specific way for the paypal to keep the balance. it autowithdraws n 24 to 48 hours. and they move the money to bank.

Which country do you from ? Yes, it depends on country and amount we asked for, I think. I will wait for a bigger payout amount, say $10 instead of $5 in the future for save some charge in term of percentage wise.

I have received $4.50 on my first withdrawal. This is little because PayPal use little fund for transaction. Only if sender send money like gift we will receive full payment without any tax.
