The current value, which has not changed since this site was established is 1 ForumCoin equals 1 cent (USD).
You are permitted to "cash out" at 500 ForumCoin increments, which is equal to $5.00 (USD). It only requires a request for payment and the funds are transferred to your personal Paypal account.

If you report your payments on "Payment and Gift Confirmations"
viewtopic.php?f=26&t=181
you can effectively get a small bonus.

Paypal has a transaction fee when you withdraw funds. You can save them in your account either on ForumCoin or in paypal to reduce the percentage of your paypal transaction fee at withdrawal from paypal.

Go to the FAQ link at the top of any page for full details. The specific explanation for withdrawing ForumCoins is at faq.php#how_can_i_withdraw

I believe you received $4.50 because of the PayPal fee and FC does not have control on the fee.

PayPal fee is a killer so you can choose other methods like bitcoins to get the payment.

it would be good that the forum shows the current value of the forumcoin somewhere on top of the screen. But I guess, in 2020, it's still 1 cent.

I didn't knew that paypal issues charges when amount is less than 1$. Thank you for this piece of information.I think beyond 1$ charges are borne by forumcoin, right.

What on earth are you talking about?

Forum Coin pays in multiples of $5.
500 coins = $5.

Why are you referring to reputation points?
