Exactly so, in fact I had been using Bluestacks for the emulation purpose back in 2017-2018 and it was mostly a hassle free experience. For years, I have not been using Bluestacks though, and I don't know if Bluestacks had kept with the improvements in Android and its ecosystem down the years.
Even Win 10 has a built in support to install apps from non-native( read Windows) stores, so it may have some rudimentary support for using Android apps
