With the right planning and skills by admins on forums anything is possible. So they have set the ball rolling and things are working out as planned by the site admin

Do you mean they aren't accepting new registrations, or being picky on the ability to earn from posting? Know the difference, and stop posting vague comments that make it look like they are doing something other than what they are actually doing.

They are still allowing registrations, and they pay people, based on whether or not they think the person is providing quality content. That is entirely different than "not allowing people" to post on the forum, which is a extremely vague comment, on a policy that you do not care to understand.
