Yes, the negative balance in PayPal is the worst. Happened to me once, the negative balance remain there until you fix it, till then we can't use paypal.

I think we need to fill in those lacking or negative funds so that we can used again our PayPal account. I am not doing it because of being disappointed to PayPal.
