I think they do it on purpose, it will take me around a week to reach the minimum because there are days that I can only see one view and sometimes it only worth 2 cents.

When I was being banned there, I am about to received my fourth payment. It is okay if they have banned me before I can accumulated such amount but banning happens when I am going to claim my money. Anyway, I am using another account there but I am not expecting much...
