I think the Best way to find out is you should email the twitchfollowers support and Ask about it! if its true.

If that's the case, then I think the best would be to cashout as soon as possible, right after hitting the minimum amount.

Why are they not requesting payment straight away? They should request payment at $25 or max $50 and not go for more than $100
