There is no reason why it cannot happen. Government can manage that provided it's demanded by the public at large.

The irony is that most of the sources and telecommunications companies are privately owned. This is a strong reason it can't be free. They would not want to run out of business.

In India, they are now making the Internet expensive which will hugely impact the students because still many people are learning online so they will have to pay a bigger amount so don't think it will be free anytime even if everyone demands it
