The state where I live has a digital library. One gets access to such a digital library through the local library. All I have to do is log into my local library's website.

This feature is really nice if I do not feel like lugging paper books to and from the library!

I think the user means that titles from top authors are available on the site. Bestsellers are premium books from that context I guess.

I don't see it possible to get these books offline but you can check in your city and you may find some of the public libraries offering free books
