I think you have to monetize the bet like for example the odd per winner bet is 2 means the total odd is 16 means the bet is 50/16=3 FC per new bet after 5 offers are finished.

I don't know why people don't join. Maybe they didn't understand reward program.

If everybody have win ticket, everybody will get 50 FC.

If some win ticket and some not, those who win will get 50 FC. One of those who didn't win ticket, will get 3FC.
