Until i know, Paypal doesn't confiscate nothing. I find it a very serious and legit processor. I stick with Paypal since 2010 and I'm happy with it. Well, at least the circumstances about Paypal are favourable in Latin America (they were good in Europe too, when I lived there), apart of the high conversion rates. First of all, you need to verify the account. It's important to follow the rules: only upload accurate documents, none of them expired. Do the required KYC. Provide the informations periodically requested (it doesn't often happens, at least in Latin America).
