hi, in order for me to link my payoneer debit card to paypal i have to have some credit in it... paypal charges the card then returns the money during the verifying process... thats why i need money in my payoneer account or card

First when you receive your payoneer you need to cativate it ok ? so when you do it you needt to create a paypal account ok ? and when you create it you need to verify it !
