Fileze.net has a ppd program- paying up to $6 per thousand downloads- and also automatically plays videos and music on the site (depending on the format).

Fileze.net doesn't have anything inbuilt to limit people's space at the moment. Just remember that Fileze.net earns through user downloads which help pay for servers.
