In order to provide VPSes at that price:
1. You would be using consumer, rather than server grade hardware which probably isn't ideal for virtualisation.
2. You couldn't offer IPv4 addresses, only IPv6 which is still a hassle to setup and configure.
3. You would have to fill the node with hundreds of VMs. The node would completely max out Disk I/O, probably even with SSD drives (which would add significantly to the cost). Your performance would be horrible.
4. You couldn't offer backups or any other "nice-to-haves".
5. You'd struggle to pay for your time or an outsourced support company to manage your node.
Number 3. is my main concern. We aren't prepared to offer a sub-par service.
