I would be happy to if I could figure out how. I clicked the PTC and got a blank screen with nothing but a logo at the top and a link to open in a new tab, which I did, but no way to submit a claim that I saw.

What you are referring to is a PTC ad which isn't related to this offer being promoted in this topic. I have worked out the issue for the PTC ad not showing the timer and forumcoin and it can be fixed by changing https to http in the URL for the time being.

https://earnby.net/deposit. That can only be used for PTC ads. But- I am happy to manually adjust balances if you send them in the format:
username | amount.

By using the forums, there would also be no fee which is definitely beneficial.

It is a separate site so you will need to register for an account on QneedA.com and then login to that account on that site to post some questions and answers.
