City water. Well water isn't really a thing in Australia. Some places have bore water (where water is pumped up from deep underground, in the Artesian basin). Bore water has a bit of a sulfurous smell to it, so people use it more for watering plants and showering than drinking. There is also tank water- rain water collected in a large tank. It tastes okay but it's better if you filter it and/or boil it to get rid of contaminants.
Buying Mt Franklin is expensive compared with drinking tap water, but I don't really know if it's expensive compared with other brands of bottled water. It's just the one I've most often seen in shops. I don't really shop around for bottled water because I hardly ever drink it.
Come to that, tap water is expensive here too. There are often droughts, so sometimes there are water restrictions. People tend to use tank water for their gardens so they can save the good stuff for drinking.

In general I agree, bottled water is a con. I don't like all the plastic waste it creates and there is no good reason to drink it if you live somewhere with safe drinking water. Unfortunately not everyone does, and it makes sense for people to buy water if they don't have access to clean water.
