In India, it is observed that websites of well connected webmasters are more highly ranked in Google and get free visitors, though the quality of their content is not very good . On the other hand, indian website owners who are not well connected find that their websites are deindexed or get almost no visitors from Google? Have you noticed a similar trend in your country, that those with powerful government officials as their relatives or friends find their website ranked higher in google?

Web is all about connecting, you get backlinks, shoutouts, advertisement etc. so if you are in a good circle of web devs, its a bit easy for you to get your name out.

This has completely taken me by suprise. I thought the web is one of the few areas where meritocracy remains. I think the higher traffic should be a natural consequence of the fame and popularity of whoever is concerned not necessarily connections. And to even bring the govt there! What are Google's policies regarding such aberrations?

This is strange!Though it could be possible they use their money to buy contents and other necessary factors to effect ranking. In my country it still based on your quality of content, popularity and traffics that determines the rank.

They do since they are very expect at designing and promoting what they wish to be known. They make sure that what they endorse is what interests them so it's easily for them to sell it online.
