I noticed the same, not even with dollars but also with pounds, the only currency that is paid as its value is euros. I also notice that my PayPal balance use to vary, so I think they update every day our balance according to the currencies values.

As I know money changers are differ than money transferor, when site send our payment to paypal, paypal get them convert in our local currency and send them in our bank account.

I think paypal needs to fix this. They should lower the fees as they are about to cash in big time

People should try Skrill and Payoneer, they both are good, but verifying process is not easy as paypal's.

Unfortunately the great number of pay to site don't make use of payoneer. Paypal is the n.1 pay to sites use. Nor I'm seeing any commerce accepting payoneer as a payment method. I only know Udemy paying to payoneer as alternative to paypal. I consider payoneer the best alternative to paypal. Unfortunately not skrill, as I had to close my account when it began to charge users with inactivity fees, a thing nor paypal nor payoneer does .

Business also depends on trust. People would only go for those they trust the most. So unless you established a name in the industry, you can't expect people to make a business with you unless they have no other choice. I also tried Payoneer but I am no longer using it because I have no site currently using this payment option.

If we have a dollar atm card, Then the money wont be converted to our currency. We can change it to a currency changer that is more fair.

I know that paypal rates are lower than bank rates and there is small fee charged
