Attitude is very important. There's no point hiring someone that has the skills and know-how but is too lazy to actually do anything for you.

Skill and knowledge would be the preference. Experience would be an added quality. But experience comes wit it's own cons like high pay rate.

I base my choice on the candidates actual performance on the job. How do I measure that? Maybe I will have the candidate undergo a practical exam and see how he performs in real life situations because anyone can ace an interview especially now that you can google all the questions and possible answers to these interview questions. I would not base my decision on my impression on the candidate alone. Usually applicants put their best foot forward during the interview when in fact in real life they only perform 60 percent of that.
