Yes the best option is to contact Paypal to asked what is the problem.

But for your reference here are some issue my followers encounter with sending money in Paypal,

1. If they have limited account - Paypal can help you here
2. You have new account - sometimes their require certain number of days before you can 100% use your paypal.
3. If ever you just have the error your transaction or payment is under review then you just have to wait for 1 day or more. Also you can cancel that Payment and resend it.

You can but not as gift, but via issue invoice so have to pay the fee same here.

This is mostly due to interference by Government otherwise Paypal is so easy to operate but Government rules make it limited

Govt doing that for good reasons. Imagine paypal not being bank and still holding money and not giving interest.

Its not PayPal's fault but Indian Government allowed PayPal to work for Indian users with some restrictions and that's why Indian users Paypal is limited

I am from the Philippines, I thought that my account in PayPal was already okay since I can already receive payment instantly, at my dismay that I was not able to send to someone some of my PayPal balance.

Try to check on your dashboard at Paypal if they had posted some issues. Maybe your account is limited for a specific reason. You should ask their customer service so that you know the exact problem. They will going to fix it. Maybe some people reported your account, you can only find out if you send them a message immediately.

No paypal is known to randomly cause issue with the peoples account. Nothing new in that.

Yes this is my first time to send,It only says that we cannot processed your request this time, please try again later on. But every time I will try to send, the error keep coming back.
