Its not PayPal's fault but Indian Government allowed PayPal to work for Indian users with some restrictions and that's why Indian users Paypal is limited

I am from the Philippines, I thought that my account in PayPal was already okay since I can already receive payment instantly, at my dismay that I was not able to send to someone some of my PayPal balance.
