Not many ad networks accept faucets so making revenue is difficult in general. For popup ads I recommend popads.net. They accepted my faucets and the revenue is decent really.

Ad network will accept faucet because this will at least give them name from earners, who will buy something they are interested.

Yes.If you create your own faucet,in order to be able to pay the members,you have to put advertising on your faucet site.I have seen many faucet sites with Google Adsense on it.

Bitcoin is new, so Google yet have to decide if faucet sites are acceptable or not.

It is not easy to build a faucet.You better have some good ad network on your site too,to be able to pay the members.
