The president of Burkina Paso wants to make a new Country, United States of Africa. He wants Multiple African countries to be one country. I dont think South Africa and Nigeria... will want to merge with a poorer country. He is trying to pull a Vladimir Putin. African countries have different languages and cultures. He expect that to unite?

Lol Nigeria won't agree to this, and am sure most African countries won't even agree to this. Even the citizens themselves won't agree, does he not see how these countries find every opportunity to insult and roast each other online?

Less problem is language. Europe countrys also have different languages but we work togethere. Biggest problem are politicians who just look for their interest and corruption. We have it in Europe but somehow we manage unite.

Parliamentary democracy, with a Federalized structure.
Main Executive headed by Prime Minister with President as custodial head.
The Centre would be strong but states(In this case African countries) would still have good enough autonomy.
