That's relatively rare, at least here- I dunno, maybe there are heaps of pedigree strays in New York. I've adopted a few dogs from shelters over the years and keep an eye on the available dogs now since I'm thinking about getting one again. The vast majority of dogs they have are no particular breed. The few pedigree dogs they have are usually large breeds (Maremas, Great Danes, Mastiffs and wolfhounds), where people bought one and found that it was too big for them once it was fully grown (not enough room where they live, ate too much, they didn't think it through). Also, if you get a pure breed from a shelter it probably won't come with papers, which won't suit people who want to know the pedigree for breeding.
Sometimes you can get pedigree dogs that are rescued from puppy mills (the nasty places where they keep the dogs in awful conditions and force the females to have puppies over and over), but then you need to be prepared for them to have health issues. Even if they are fairly young they often seem like a much older dog because their bodies are worn out. It's really sad.
