You are all right. Only around 1 out of 6 referrals will be active referral in most cases. So that's not easy

better write up an interesting blog for promotion, and use forums and social media for advertising for free

YOU can use social media like youtube or facebook or twitter or you can start blogging about it.. i think social media is the right choice to refer people to this website.
