I hate to tell you, but this is not a new issue at all. I ran our high school alumni association for 20 years, During all that time, I was in direct contact with alumni all the way back to the first year the school opened. As I had conversations with members of each class, I heard all kinds of student/teacher relationships even way back to the early 1960s.
One gossip session with one of our alumni about one teacher was one thing. You take it with a grain of salt because it was never reported and was never a legal issue.
Thing is, I kept hearing the same stories about the same specific teachers from different classes all the time. The alumni telling me these stories did not know each other but their stories followed identical scripts.
In some cases, those same teachers have indeed married students from previous classes.
By the way, one of those ongoing stories was about a male teacher and dozens of male students stretching over more than 30 years before he retired. He was apparently skilled in giving oral exams.
That was all just in the school I attended. The issue is much greater than just the last couple of decades. Just based on my own experience with our own alumni, it is clearly obvious that most such incidents are never reported at all. It is likely those arrested are only a tiny fraction of all that is really going on.
Just look at the huge similar issues with Catholic Priests and alter boys that goes back as far as you can study. Look at the similar issues with Boy Scout Masters and hundreds of scouts. It is not just teachers. This same issue applies in any situation where you have an adult in direct contact with children and no one is watching.
I would say a good start would be to require cameras and microphones to be installed in every area where an adult and child are left alone for any period of time. Add to that a paid monitor to watch a bank of video screens for multiple locations so they can spot problems before they become legal issues.
I suppose an AI monitor would be even more efficient.
